Via Nova is the realm's one true city: an imperial colony of paved streets, aqueduct water and law. Its Forum is the self-declared heart of civilization, ringed by the Temple Quarter, a roaring Market District, cramped insulae and soot-stained workshops. Outside the walls, veterans tend gardens and farmers cart grain in from the allotments.
